Saudi Arabia’s 15% VAT

Saudi Arabia introduced VAT in 2018 at 5% and tripled it to 15% in July 2020 — still a single standard rate today. Supply categories are split between standard-rated, zero-rated (exports, international transport, qualifying medicines and equipment) and exempt (certain financial services, bare land and some real-estate transactions).

Zero-rated matters if you export: no VAT is charged and related input VAT can generally be reclaimed. Exempt supplies are different — no VAT charged, but the input VAT behind them is usually not recoverable.

Riyals at 15%

  • SAR 1,000 net → SAR 1,150 (VAT SAR 150).
  • SAR 1,150 ÷ 1.15 = SAR 1,000 net.
  • SAR 4,000 net → SAR 4,600; SAR 23,000 gross → SAR 20,000 net (VAT SAR 3,000).

Registration, filing and e-invoicing

  • Mandatory registration: when taxable supplies exceed SAR 375,000 over the previous 12 months (or are expected to within the next 30 days). Voluntary registration is available from SAR 187,500.
  • Filing: VAT returns are filed monthly or quarterly depending on turnover, with payment due by the end of the month following the period — and ZATCA is known for applying the deadlines firmly.
  • E-invoicing (“Fatoora”): resident businesses must issue invoices through ZATCA-compliant e-invoicing systems, phased in generation waves since 2021 — worth checking before you invoice Saudi customers.
  • Authority: the Zakat, Tax and Customs Authority (ZATCA) administers VAT; invoices typically need to be issued in Arabic or bilingual Arabic/English.
